The difference between hear and listen

My perception: hear - 单纯地听到/听； listen - 专心/仔细地听

还是看Cambridge Dictionary好了：

‘Hearing’ is an event; it is something which happens to us as a natural process. 

‘Listening’ is an action; it is something we do consciously.

所以hearing = 自然过程；listening = 有意识地过程，人类故意做出的行为

算了，再给例子：

hearing is an event.	listening is an action.
Suddenly I heard a noise. Someone was in the garden. Did you hear the thunder last night? [on the phone] The line is very bad. I can’t hear you.	I listened very carefully to what she said and wrote it all down. Do you listen to the radio in bed? George! Listen to me! I have something important to tell you.

A: I can't hear you.
B: Are you listening to me?

A听不到B在说什么（hear），所以根本无法专心地听（listen）。这两个字不能在同个场景。
举个例子：(online class)
A: Teacher, are you talking? I can't hear you.
B: Yes, I am. (types in chat: If you still can't hear me, please check your mic or reenter the meeting. )

B: Why do conifer leaves have thick waxy layers? Can C answer my question?
C: Huh?
B: C, are you listening? Please pay attention in class.
