My perception: hear - 单纯地听到/听; listen - 专心/仔细地听

还是看Cambridge Dictionary好了:

‘Hearing’ is an event; it is something which happens to us as a natural process. 

‘Listening’ is an action; it is something we do consciously.

所以hearing = 自然过程;listening = 有意识地过程,人类故意做出的行为

算了,再给例子:

我说个例子吧!(场景是讲电话)
A: I can't hear you.
B: Are you listening to me?

A听不到B在说什么(hear),所以根本无法专心地听(listen)。这两个字不能在同个场景。
举个例子:(online class)
A: Teacher, are you talking? I can't hear you.
B: Yes, I am. (types in chat: If you still can't hear me, please check your mic or reenter the meeting. )

B: Why do conifer leaves have thick waxy layers? Can C answer my question?
C: Huh?
B: C, are you listening? Please pay attention in class.
