What's the difference between sekolah umum & sekolah kebangsaan?

In sejarah, it states that Laporan Rahman Talib mencadangkan sekolah umum dijadikan sekolah kebangsaan. I don't know the difference

You only need to know that sekolah umum is proposed by Penyata Razak while sekolah kebangsaan is proposed by Laporan Rahman Talib.

I think their's difference is about the teaching in mother language. Sekolah umum just teaches English and Malay while sekolah kebangsaan teaches Malay, English and mother languages

This is wrong. In the history, sekolah kebangsaan does not teach mother's tongue.
