I think yes.

Commensalism is a type of interaction between two different species, in which, one is benefited and the other is neither benefited or harmed. The organism that gets benefitted is called commensal and the organism that does not derive any benefit neither gets harmed is called as host.

While some barnacles are parasitic and others root on nonliving surfaces like rocks, many species are commensal. In fact, many species of barnacles are evolved specifically to be commensal with particular species of animals, such as sea turtles.

Birds can love in trees, and barnacle I think it's kind of birds? (maybe...)

As long as barnacle does not absorb nutrients from the tree and it can get advantages (like living inside) from the tree I think it will be possible if tree and tree barnacle are commensitilism...
